Competent authority
A competent authority is a government regulator with legal authority over medicines and clinical trials. It can authorize, inspect, enforce standards, and set rules for testing labs and manufacturers, but it is separate from analytical testing and does not issue Certificates of Analysis.

A competent authority is a national or supranational government agency legally authorized to regulate medicinal products. In the European Union, the term refers to the National Competent Authorities (NCAs) of individual member states, which authorize medicines and grant marketing authorizations. In the United States, the Food and Drug Administration (FDA) fills this role, often called a regulatory authority or agency.
A competent authority regulates the process behind testing data
A competent authority regulates the process that produces testing data rather than generating the data itself. It sets scientific guidelines, inspects manufacturers for compliance with Good Manufacturing Practice (GMP), and issues GMP certificates. While it oversees clinical trial laboratories, it does not directly measure the purity, identity, or safety of a sample.
This distinction matters when you evaluate a lab report. A GMP certificate confirms that a manufacturer's quality system passed inspection, but it does not certify the purity of a specific batch. Analytical data on a Certificate of Analysis (CoA) comes from the testing laboratory, which is separate from the competent authority.
A competent authority is distinct from related roles and certifications
- A competent authority is not the testing laboratory that generates CoA data.
- A competent authority is not an accreditation body, such as ISO 17025 assessors, which evaluate technical competence rather than enforce statutory regulation.
- In the EU, the EMA acts as a coordinating agency, while the National Competent Authorities (NCAs) grant the actual authorizations.
- A competent authority is distinct from CLIA certification, a specific US clinical laboratory program.
